of State were therefore advised to

issue instructions on behalf of His

Majesty for the appointment of these

gentlemen, by instruments under the

Fublic Deal of the Colony, in accordance

with Cl.X111 of the Royal Instructions.

You stated in the first

Faragraph of your despatch that

Commander Hole and Dr. Moore had been

appointed to the two additional

official seats on the Council. One of

these is however the new ex-officio

seat occupied by the erson for the

time being lawfully discharging the

functions of Secretary for Chinese

Affairs, which, as you state, is to

continue to be held by Mr. North. There

is therefore only one further seat for

a nominated official, and this will be

filled by the appointment of Commander

Hole.
