I am commanded by the Army Council to state for the information of the Secretary of State for the Colonies that a letter has been received from the General Officer Commanding The British Troops in China, transmitting a request that he has submitted to His Excellency The Governor that the latter would make the necessary application for the General Officer Commanding The British Troops in China to be released from the duties of membership of the Executive and Legislative Councils in Hong Kong.

I am to say that the Council find themselves unable to support this request and the General Officer Commanding The British Troops in China has accordingly been informed to this effect.
