I have the honour to refer to your letter
No.62735/29 of the 13th March transmitting copy of
a despatch from the Governor of Hong Kong regarding
a proposed scheme for a cross harbour pipe line.
2. Paragraph 6 of the despatch stated that it
had been decided to send Mr. Henderson to England to
explain to the Consulting Engineers the details of his
method of laying the cross harbour pipes. Mr. Fairley
has discussed this matter very fully with Mr.
Henderson and we now enclose a copy of a letter dated
17th May which we have received from Mr. Fairley
dealing with this matter.
3. It would appear that Mr. Henderson's
proposals are based largely on a proposition submitted
to him by Mr. Fairley in a semi-official letter dated
4th August 1926 an extract from which is enclosed. Mr.
Fairley it will be seen approves generally of the
proposal although as he points out that there will
always exist the risk of damage to the pipe line by
shipping if the pipes are laid on the bed of the
harbour. It would, however, appear that if a broken
pipe line can be repaired within a few weeks, which
