With reference to the last sentence of paragraph 9
of the enclosure to your note No. 388 of the 17th
September, 1928, on the subject of the M.V. "Wing Hung"
) I have the honour to state that several of

the persons alleged to be members of the opium combine
have been traced in Hong Kong and I shall be glad to take
such steps as may be practicable to "bring them to justice".
Before I can take legal action however it is important
that I should know exactly what Chinese or Consular Law
or Regulation has been broken and I shall be glad if
you will furnish me with the exact details on which a
charge could be gramed.
