I have the honour to enclose for Your

Excellency's consideration a copy of a telegram I

have received from His Majesty's Minister regarding

the draft amendment of the Hongkong Shipping Ordinance

in respect of the issue of licences to trade in

Chinese inland waters.

Sir Miles Lampson endorses the view that these

licences should only be issued with the concurrence

of His Majesty's Consul General at Canton and should

be withdrawn at the latter's request on adequate

cause being shown. He points out however that there

is no provision for this in the bill.

When the draft was sent to me by the Officer

Administering the Government I did not raise the

point, as I understood that this requirement

would be met by an assurance from the Governor of

Hongkong that he would only act under Section 3A (2)

and (3) after consultation with the Consul-General.

In view of the Minister's query I would enquire of

Your Excellency whether that is also your understand-

ing of the position, or whether for the sake of

clearness it would be better to include the desired

stipulation in the bill.
