SMUGGLING.
Previous addendum dated 5/5/25 is cancelled and
the following substituted:-
The attention of Officers of Deck and Engine Depts.
is again directed to Circulars regarding smuggling as shewn
on pages 69 and 70 of "Fleet General Instructions."
Double-bottom ships in particular require the
closest search in order to ascertain that no floors have been

blanked for smuggling purposes, or opium concealed under
water.
Before filling double-bottom or other tans they
should be searched, as far as practicable, for contraband;
it is also desirable to remove doors, where accessible, to
ascertain whether there is any contraband under water.
All cement on doors should be tested to see that
it is adhering firmly, as it is known that greasing the sur-
face before applying the cement allows of the latter being
readily remo ved without breakage and replaced without
extemal evidence of having been tampered with.
Special attention must be paid to Goffer-dams in
oil-burning and turbine steamers; in a recent case in one
of the Company's steamers a large quantity of opium was found
in the Coffer-dam in way of the Lubricating Oil Drain Tank
in the Engine-room.
