Consuls in China refuse British protection. I may add that, in view of the negotiations now pending for the conclusion both of all
Anglo-Chinese Commercial Treaty and of a Customs Agreement between Hong Kong and China,
a speedy and satisfactory solution of this
problem is very necessary. I trust, therefore, that the further consideration of this important matter may be expedited as much as possible.
