The Foreign Office concur in the
draft Bill as enclosed in the Officer
Administering the Government's despatch
(No.54 on 52727).
We observed, however, in
our letter to the Foreign Office (No.55 on
52727) that the Bill did not provide any
penalty for vessels trading within the Inland
Waters of China without a licence from the
Hong Kong Government. The Board of Trade
in their letter (No.8 on this file) suggested
that it is desirable that some penalty should
be imposed. The Foreign Office in considering
the point of consultation with the Consul
General at Canton have probably forgotten this
point. I would suggest, therefore, that we should send them a copy of No.8(which they do not appear to have had and say that, with their concurrence, we propose to ask the Governor
to include in the Bill some provision for a
penalty on unlicenced ships trading within
Chinese Inland Waters.
And send copy of letter to the F.0. to the Board of Trade and Admiralty lff. (with
copy of 5 to damy
