harmony, while class warfare is to be

eliminated.

(g) In order to increase the economic power of

the people, communications are to be

developed, and natural resources of the

country are to be exploited.

(h) Particular attention is to be paid to the

training of character, and to universal

education; education subject to Party influence is to be prevented.

Provincial Constitution, thus sweeping

away Party legislation.

Political units, that is, local self-

governing bodies, are to be formed from two

organisations vocational and territorial

and the citizens are to be trained in

administrative work in order to get rid of the absurd practice of officials

'instructing' the people in administration.

5. This Confederation aiming at the real unification and independence of the nation, has formulated concrete plans for the unification of the national

army, the establishment of a federation, the

solution of the financial problems, and the

resumption of sovereignty by the people; and vows

to do its utmost to carry them out.
