and Poltanka region.

(2) The Mongolian army should move forward in

the direction of Barga, a station of the Chinese Eastern Railway, and Jihol for the purpose of

reinforcement.

3) All members should go to their districts, and

hurry with their work in accordance with the

instructions of the Habarovsk Committee.

(4) A matter of great importance is the extension and supervision of 'mufti corps' (Tchon) which should be provided in every city and Railway

station,

(5) Establish a propaganda organisation for

disturbing peace and order. The local

authorities should not have any knowledge of its

existence in time of peace, but it should make its

appearance when necessary.

(6) The Hunghutze subsidized by Russian money, should directly co-operate with all the regional political councils in Russia, and should improve their method of organization.

(7) As regards the political situation in Mukden, special preparations must be made.

Melninoff has been fully authorized to direct the work of various organizations and of all the regional military and political councils, but he has first to submit his report on every matter to the Habarovsk Committee for record.
