The Vladivostok Committee have received an

order for preparation. Funds will be sent

from Japan, and arms from Vladivostok.

(3) Negotiations between Russia and Marshal Feng

have been going on satisfactorily. Marshal

Feng will be responsible for all the military

operations subject to the direction of the

military leader in Moscow. A sketch of

their plan is as follows :

(a) Marshal Feng should prepare to develop in

the directions of Tientsin and Pukow.

(b) To concentrate a large army at the border

of Shansi. To garrison troops at Namkow after the capture of Shansi so as to make ally with Mongolia. Mr. Borodin

has received an order to assist Marshal

Feng.

The first instalment of arms

should arrive from Lanchow, Sinki ang on

the 15th March.

When both parties have come to terms, the

Habarovsk Committee will be instructed to

devise means to supply arms to Mongolia, Hankow and Kwongtung. The supply from Lanchow should be placed under the

disposal of the Military leader of the

Sinkiang Province, and of the Tashkent (a place near Sinki ang) Committee in

Russian Territory.

Instructions have been given to the

Tashkent Committee that they should make

preparations for the supply of wheat,

maize, and other miscellaneous food-stuffs
