Sir,
A few days ago General Ch'an Kwing-ming
en Cheung-ming) handed to the Honourable
(Ch'ên
Dr. R.H. Kotewall, C.M.G., member of the Legislative
Council of this Colony, a secret memorandum in
Chinese, dated the 10th February, 1929, embodying
certain instructions issued by the Far Eastern
Branch of the Russian Political Council to its
regional political councils, etcetera, in regard to
the situation in China and Japan. This Chinese
document is itself stated to be a translation from French, and the information is said to have been
obtained by a secret service man sent to Russia by
the French Government. General Ch'an asked
Dr. Kotewall to have the document translated from
Enclo. No. 1.
Chinese into English for submission to me, with the
request that its source should be kept secret.
now attach the English translation handed to me by
Dr. Kotewall.
