I approve text of draft reply in your telegram
I assume that you and Chinese clearly understend that whereas assurances from Chinese must be forthcoming before White Paper is laid before Parliament (see last paragraph of my telegram No.189), your reply cannot be signed until White Paper has been laid before Parliament for 14 days and consent to remission of future payments
thereby obtained. New Parliament will not transact any
but formal business until July 2nd.
Grant of £250,000 to Hongkong University was not intended to wipe off unpaid debts due to the University by Chinese authorities. An additional grant might be made from the funds to pay off these debts if Chinese
government su desire.
I do not approve currency reorganisation proposal. This is outside recommendations of Buxton Committee, and it would not provide an investment fund for the futuro.
