Lempson's telegram to Foreign Office No.30 of 26th May

and your telegram of 24th May. Boxer Indemnity. Fer My immediately succeeding telegram is repetition of Foreign Office telegram No.27 of 25th May referred to in Lampson's telegram of 26th May.

Its terms were approved before the receipt of your telegram of 24th May. On receipt of that telegram consideration was given your request that final decision should be deferred pending the arrival of your despatch of 9th May we considered but it was felt that as negotiations with the Chinese had actually begun no reconsideration of the general principle of the decision taken by H.M. Government was practicable. The negotiations have therefore been allowed to proceed in the hope that it will be possible for Sir M. Lampson to carry them to a successful conclusion before his departure from Nanking. There remains your proposal which I understand to be that irrespective of the general reconsideration of the policy certain sums should be added to the allocation to Hong Kong University. (1) The debts due to the University by the Chinese authorities are dealt with in the correspondence between
