The Minister for Foreign Affairs communicated to me tonight the following alterations which the Chine se government, at the instance of the Minister of Rail- ways (Sun Fo), desires to see introduced into the
draft notes.

2. Note A, third paragraph, after the words "reconstruction and development of China" insert the words "of the extension of certain important uncomple- ted lines and" The same note, same paragraph, instead of the words, "in the rehabilitation of the said rail- ways, especially those lines in which there is a
British financial interest" read "in the extension and rehabilitation of the said railways, especially those lines which are mutually beneficial to Chinese national and British commercial interests," The same note, the same paragraph, instead of the words, "the terms of the existing contracts will be taken into consideration. Subject to the terms of such contracts", read the words, "provided quotations and prices are equally ad- vantageous to the Chinese government as those offered by manufacturers in other countries".
3. Note E. Add the words, "it is understood, however, that the settlement of these debts may not
