20. My conclusion is that, in view of the material

change which has taken place in the situation in China since the Indemnity Committee issued their report, it might be better to remit the Indemnity to the Chinese without any

conditions at all rather than to saddle it with conditions

involving monopoly which would not be in the true interest

of either Great Britain or China.
