52708/28 Your despatch of 21st December 1927 Secret No.2. No.1.

H.M. Government have decided after full consideration to surrender to the Chinese Government all future payments of the Boxer indemnity and also the accumulated balance now in hand. Lampson will be consulted shortly as to the possibility and best means of getting the Chinese Government to agree to an understanding that:-

(1) They will spend as much as possible of the money on the rehabilitation of railways etc.using British materials:

(2) The income from such railway investments will eventually be used as an educational endowment: and

(3) A sum of £200,000 out of the funds now on deposit will be allocated to Hong Kong University and an equal sum to the Universities Committee in London for the assistance of Anglo- Chinese studies.

The proposed allocation to the University is, I am afraid, the largest it is likely to be possible to secure. The

readily Chinese Government might agree to it more/if it could be devoted to some specific purpose within the University likely to make
