I have laid before the Lords Commissioners of
His Majesty's Treasury Er. Kounsey's letter of the 23rd
ultimo, (F/267/57/10), with enclosures, relative to the
recent decision of His kajesty's Government to release
the Boxer Indemnity unconditionally to the Chinese
Government.
In reply I am to request you to inform
Secretary Sir Austen Chamberlain that, as regards future
instalments, Ky Lords are of opinion that the proper
procedure will be for the Foreign office to lay a white
Paper before Parliament, and not to announce the
surrender of future instalments to the Chinese Govern-
ment as a final decision until this #hite Paper has been
laid before Parliament for at least 14 days. It will
be possible, at the outset, before any White Paper is
laid, for Sir Niles Lampsen to inform the Chinese
