Meanwhile
my comment on the question regarding Consortium raised
in your telegram 62 is as below.
2. Unless I misunderstand the whole inspiration
of Consortium and its underlying motives, I do not see
how the proposed action can reasonably be held to
conflict with our engagements.
Proposed transaction
is return by us to China of certain monies as a free
gift for eventual education endowment purposes in
consideration of a voluntery undertaking by China her-
self to invest these funds temporarily in various
constructive ways at once advantageous to herself and
helpful towards relief of unemployment in Great Britain.
It would be most misdirected if Consortium stood in
the way of so progressive of a programme.
3. Though not germane to subject under immediate
reference a word of warning seems apposite.
Please
refer to Sir R. Macleay's telegram No. 186 of 1924 more
especially the last paragraph. Feeling of antagonism
against Consortium there reported is, though latent,
