the Buxton Committee's Report.

(2) That the Chinese Government will

invest the moneys already in hand and due for

payment shortly in the rehabilitation of

existing railways;

and that the money thus

invested will be regarded as a loan to the

railways so as to form an endowment fund for

educational purposes.

(3) That preference will be given to

railways where there in a British financial

interest; and that the railway materials

required will be ordered in the United

Kingdon.

(4) That, if possible, the urgently

mecessary Chihli (or Haihe) Conservany work

should also be financed out of the Indemmi ty

funds under the same conditions as the

railway work.

(5) That in order to rake an immediate

start on Anglo-Chinese eduastienai work

£250,000 be transferred to the Hong Kong

University/
