Your telegram No.65 last paragraph.
Position is I think pretty clear from the Foreign
Office correspondence.
All funds paid in before arrangement now contemplated
are to be known as "accumulated funds" and cannot be
released without an amending act.
All instalments falling due subsequent to present
arrangement receiving sanction can and will be paid
over without an amending act.
Ultimate object is to hand over the first as well
as the second but it will take longer to do so.
