I have the honour to forward

herewith copy of a letter which I have

received from the British Chamber of Commerce

and China Association Committee, Shanghai,

setting forth the views of that body in

connection with the suggestion which the

Committee understands has been made, as is

about to be made, that the British share of

the Boxer Indemnity shall be used by the

National Government of China as security for

a loan to be raised for the purpose of the

reconditioning of existing railways and the

construction of new railways in China.
