British material and equality of price with foreign,

please see text of Belgian indemnity agreement (my

despatch No. 142 of 1928) article 1 of which provides

for exclusive application of funds to the purchase of

Belgian material. I see no reason why we should not

insist on the same as proposed in our draft note and

I submit that in fairness to British industry we

should certainly do so. This feeling is strengthened

by the information given in Mr. Newton's telegram

No. 84.

I await instructions and also any available

information regarding parliamentary procedure in view

of early dissolution of Parliament see Wang's enquiry

in first paragraph of Mr. Newton's telegram No.

(? 282.)

Addressed to Foreign Office No. 389;

repeated

to Mr. Newton.
