Sir M. Lampson's replies are
wholly concerned with the Consortium objections.
The obligations imposed by the Consortium
Agreement seem to be very shadowy and a great
nuisance but they are no direct concern of ours.
Sir M. Lampson does not mention the Hong Kong
University and can, therefore, be taken as
approving the proposals so far as the University
is concerned.

The F.0. refuse absolutely to make any
effort to get more than £200,000 for Hong Kong
University. I do not think we can do any more
to press the University's claims and I do not
suppose the Secretary of State will wish to
take this comparatively small point to the
Cabinet.
