Following telegram received from Mr. Newton.
Immediately I saw Dr. Wang he mentioned question
of arms embargo. Having had no reply to my telegram
No .13 and as a statement from an America.. Source
appeared in the press while (? I) was in Hankow to
the effect that United States government had decided
to raise embargo, I felt justified in telling Dr, Wang
in confidence that His Majesty's Government were
ready to terminate embargo and were only waiting for
all parties concerned to reach general agreement.
Addressed to Peking No. 21. February 28th,
repeated to Nanking.
