If Chiang won the day (and Japanese Military Attaché

which was still very doubtful) embargo might reasonably
go. If he were beaten, regional strife would start up
afresh all over the country and withdrawal was hardly
likely to commend itself to Tokyo.
We have accordingly agreed to wait until he hears
from Tokyo. In the meantime have you any directions
