ith regard to the two matters which form the

subject of your letter, the question of the alleged liability of Sir obert to Tung is dealt with in the enclosed memorandum by the Secretary for Chinese Affairs which was published in the Hong Kung press in December

1925.

2. The decision taken in 1927 to dissolve the

camen's Union was reached in the first lace on account of its open advocacy of communism and subversion of the existing authority, and in the second place on account of the prominent part taken by this organization in the

1926. boycott of British interests in the years 1925 It was not only in long long that the Union proved a menace to orderly goverment. In april 1927 this Union we involved in a plot to overthrow the provincial Government of Huangtung, and its headquarters in Canton were stormed and its officials proscribed by that

Government.
