I kept this paper in order to look up a
precedent. I understand that about two years
ago the late Mr. Grimshaw wrote direct to one of the Lieutenant-Governors of Nigeria about some forced labour question and that we took
the line that the Lieutenant-Governor's note
should be returned through the Ministry of
Labour. Unfortunately, the papers in question
cannot be found at the moment.
