Kwangsai for the training of members for Kuomintang work. Since registration of members has been effected, the various districts cannot have District Kuomintang Departments and can only have Division Departments. However the Division Kuomintang Departments in various districts in Kwongsai have been able to fulfil their duty of guidance and supervision in the same way as a District Kuomintang Department. The idea entertained some time ago that only a District Kuomin- tang Department can direct and supervise a District Magist- rate has not been lost, and this can be viewed as the good
management of the Kuomintang in Kwongsai. The members of
the Kuomintang in Kwongsai need no longer depend on the
Kuomintang for activity or for livelihood. Some of them
have become workers in factories and some have obtained
employment in preliminary schools as teachers.
The Military Position.
Secondly
In the past the troops in Kw ongsai, on account of
war, consisted of persons of all ages. Now disarmament has
been definitely carried out and the arrangements are thus:
First all old and weak soldiers will be selected and sent
back to their native countries with free passages.
after the disbandment, no further enlistment will be allow-
ed. It is estimated that a quarter of the troops have been
disbanded. It has been proposed that when one place is
short of troops after the disarmament, the insufficiency will
be made up by troops to be transferred from elsewhere, but
this has been held in abeyance pending the return of
chairman Li (Tsai Sham) to Canton. Thirdly subsequent to
the disarmament, the manufacture of ammunition in various
arsenals has also been stopped. During the past several
