Shek Ka Chong our enemies were defeated, and the unification
of China was secured. Te owed this to no small extent to the efforts of Generalissimo Pak (Shung Hi). The Eastern Expedition was very carefully planned, but it has not been carried out. Seeing that the balance of the troops of Cheung Chung Chong must be disposed of, Generalissimo Pak, after due arrangements with various foreign ambassadors, successfully. removed all diplomatic difficulties and finally pacified all the regions east of Tientsin, All this is proof of the ability of Generalissimo Pak, and we must not fail to realize it. I
now come to the question of disarmament. At a discussion with Generalissimo Tseung at Peiping we came to the conclusion that all the troops in China should be reduced to 12 or 15 Divisions and all of us duly agreed to it. But this would affect the general peace very seriously. Further it is to be feared that
the so-called disarmament would merely be a change of the
name of an army into that of a division: and it would not then
be a radical disarmament, nor would it be the first stage of disarmament. Disarmament of the 1st, 2nd, and 4th army coprs has been started, but I do not know about the 3rd Army Corps.
The failure of various partics to carry out the disarmament immediately is due to many difficult questions. Some of them may not have disbanded their troops for lack of funds, and others for important question of general peace. Some of the
armies consist each of 5 or 6 thousand troops, but after the
disarmament we find that they have an increase of more than
1,000 men! I am afraid that such a disarmament can never be
radical. It is estimated that China has not less than 2 or 3
million soldiers, surpassing the number of all the troops in
the World. If we really want a disarmament, we must fix a
standard for it, otherwise it is to be feared that it will be
unsatisfactory. In my own opinion, the general peace of
various localities should be taken as the standard for
disarmament
