I enclose a copy of the Press report of
speeches delivered at the Annual Meeting of Share-
holders of the Hong Kong and Shanghai Banking Corporation which afford an interesting summary of
the position today with regard to trade,
10. I enclose also an abstract of a speech
recently delivered by Mr. Wu Han-man (Hu Han-min),
Chairman of the Legislative Yuan of the Central Government, concerning whom please see paragraph 2 of Mr. Southorn's Secret despatch of 11th September,
1928. This speech was delivered by Mr. Wu in his
capacity as a member of the Kuomintang, and not as
an official, and the sentiments expressed are in accordance with the views held by the late Dr. Sun
Yat-sen. Dr. Sun held that the misfortunes of
China were directly due to her treaties with foreigners and in particular to the tariff agreements, by which China was prohibited from imposing protective duties. China, he considered, had been so impoverished in consequence that her people had no option but to go abroad, where they were exploited by foreigners.
Dr. Sun went even further than his follower Mr. Wu
does on this occasion by maintaining that Burma, Malaya and the Netherland Indies have been and should
again be Chinese possessions and it is, no doubt, with
