With reference to paragraphs 2 to 6 of

my Secret Despatch of the 15th March, 1929, I

have the honour to inform you that, shortly after

lunch today I received a telephone message from

General Chan Hing-wan, who is Commandant of the

Bocca Tigris forts, asking to be allowed to see me

personally on a very urgent matter. I agreed,

and within a few minutes General Chan arrived at

Government House.

He can speak a little English,

but he begged to be allowed to speak to me in

Chinese, in view of the importance of the

communication which he had to make. We, therefore,

conversed tête-à-tête in Cantonese.

2. He first presented to me a letter, of

which I attach a translation, from General Tang

Shai-tseng, who is acting as Commander-in-Chief of

the troops in Kuangtung and Kwangsi during the

absence of Marshal Li Chai-sum. This letter, as

you will see, states that General Tang had specially

deputed
