time, I was informed by Seminoff that he had learned

from a most reliable source in Paris that the

Soviet Government of Russia had decided to work for

(1) the downfall of the present Nationalist Government in China; (2) the support of the Chinese

communists; and (3) when these two objects are

attained, the upsetting of the present Government in

Japan by the creation of internal disturbances in

that country.

17. Speaking of Japan, it may be interesting to

know that Chiang Kai-shek has expended three million

dollars for the downfall of the Tanaka Government.

His plan came very near success, but did not actually

fructify, and so three million dollars gotten from

the suffering people of China has been wasted.

Not only has this money been thrown away, but China

has now to pay for this folly in that the Tanaka

Government is naturally indignant, and cannot be

expected to be very friendly towards us.

18. I may hazard another prophecy. Before the

year is out, Chiang Kai-shek, with all his

cleverness, will most likely be eliminated from the

political arena for several reasons. The first is

that his inordinate personal ambition has alienated

himer him from the Kwongsi-ites, from the Feng Yu-hsiang group, and from the Leftists.

The second reason is

that even in his own camp Chiang is not trusted

because he has not been loyal to his subordinates.

Look at the way he drove out his former military chief,.

Hsu Chung-chi, at the beginning of 1926. Then see

how he shortly afterwards, treated his political chief

Hu Han-min by banishing him to Russia.
