Foreign Traders Activities to be Investigated.
The Provincial Government is in receipt
of instructions from the Ministry of Industry,
Labor and Commerce in Nanking, to the effect that
investigations are to be made into the ramifications
of foreigners trading in Chinese territory, as full
particulars as possible to be obtained concerning
their industrial activities.
Reports are to be
sent to the Ministry through the Provincial
Government as early as possible so as to enable the
Ministry to draft its proposals for presentation at
the International Labor Conference that is to be
held in Geneva very shortly.
In carrying out investigations, particular
attention is to be paid to the involvement of
foreigners with the labor element. Foreigners in
this country almost invariably develop a fondness to
arrogate to themselves a fancied sense of superiority
over the native population, and it is often the case
that menials in the employ of foreigners are
subject to most gross insults and repressive measures.
One of the aims of the present investigation is to
ensure fair treatment for laborers working for aliens,
and also to see that China's labor laws are duly
observed.
