Hong Kong strives so hard, and will always strive,
further friendly relations with Canton.

As I was about to leave, General Chan showed me
two Chinese newspapers, the "Ching Po" and the "Shi Po"
both published in Hong Kong. He complained that their
articles were strongly antagonistic to the Nanking
Government, and said that in the interests of friendly
relations these papers should not be allowed to be
published. I told him that the law in Hong Kong allowed
freedom of opinion, and a paper could not be suppressed
unless it was proven that it had actually published
articles detrimental to Hong Kong or unfriendly to other
people with deliberate intent to do harm. However, I
assured General Chan that the matter would be looked into.
