good reason to believe that it in fact represents only a few prominent agitators and moneylenders, that it had no support from the Mohammedans and was largely engineered by one
Khawas Khan, a clerk in Government employ at the Supreme Court where his duties provide the opportunity of maintain- ing close touch with Indian moneylenders. The activities of Khawas Khan are being made the subject of separate
investigation.

All the representations of the watchmen were most carefully considered by the Executive Council; and the final form of the Ordinance shows that all the provisions which could have given special offence to Indians have been removed. Registration only is now compulsory, and it is noteworthy that the registration regulations are already being freely obeyed by the watchmen.
