voluntarily enter into an arrangement
for registration by the Police and the
Ordinance simply gives legal force to this
arrangeuent. So far as restrictive conditions
are imposed (oport from the necessity of
registration) subjection to them is purely
voluntary as they only aply to police witchmen
and not to private watchmen, and a watchman may
choose under which category he will register
himself.
Although the draft Ordinance propered
in 1917 speers to her ben intended to drive
away India: wtchmen, there is nothing to show
that the present Ordinance has that design. The fact that employers have voluntarily entered
into arrangements similar to those provided for
in the Ordinance su cobs hit the Ordinance
will not have any considerable effect in
restricting the field of employment for Indian
wat cimen.
