GRADING OF "A" CLASS EMPLOYEES (CHINESE).

EXPLANATION OF CLASSIFICATION.

CLARKS SPECIAL CLASS: This Class will be a very restricted

one, only a few employees of exceptional ability and energy will be admitted. No regular rate of increase and no maximum is fixed for this Class, so at the end of the year, you have to send us special recommendations concerning such men on the old form at present in use for Outport recommendations. CLERKS - FIRST GRADE: includes head clerks, chiefs of sub- departments in the larger offices, chief interpreters, and generally only men of initiative doing thoroughly responsible and independent work.

CLERKS

SECOND GRADE: includes all other clerks and inter- preters, doing responsible and independent work requiring a

fair amount of initiative.

CLERKS - THIRD GRADE: This is the starting grade for the ordinary office clerk, and includes men on routine work only.

CLARKS:- FOURTH GRADE: This grade has been opened to cover a number of miscellaneous employees, principally of the promoted Office Boy type, or of men with little or no knowledge of English, e.g., salesmen, certain junior inspectors, filing clerks, etc. with a modicum of clerical

knowledge.

CLERKS - FIFTH GRADE: is another miscellane ous grade, intended, especially for promoted coolies, customs runners, etc., men of reliability and long service, but of small ability and no education and requiring no knowledge of clerical work or of English.

COOLIES. Starting pay is shown as from $10 to $13 as the

minimum differs in various ports. Really reliable and hard- working men may expect to rise to $20.- after completing 14
