a petition fra sane of the Junior Superintendents a copy
of which I enclose. The present salary scale does not permit
of an officer marrying until after he has at least ten years
service, and it is not in my opinion adequate to the duties
and responsibilities of the work.
As with the Civil Service Cadets, the
question of salaries has also an important bearing on the
problem of recruitment, and it will be false economy from
that point of view to continue to offer inadequate
remuneration.
I recommend that the revised scale shown in
the enclosure be adopted, with effect from 1st January, 1929,
pending consideration by the proposed Commission, and that
provision should be made accordingly in next year's estimates

maximum of £1100, and lir. Burlingham would be allowed to
benefit by the special concessions granted him on the introduction of the 1920 scale and would proceed to his
maximum of £1100 by increments of £50.
The cost of this concession for the year 1929
would be under £200.

European Schoolmasters.
One reason for the great difficulty which has
been experienced in obtaining recruits for this branch of the service is undoubtedly the low initial salaries offered and the slow rise of the present scale, $400 to £600 by £20
annually and thereafter to £800 by £25 annually.
I recommend that a scale of $425 to £800 with
annual increments of £25 be substituted, with an efficiency
bar as at present at £600.
