I have the honour to refer to your confidential despatch of the 20th of March, 1920, concerning the emoluments of the members of the Public Service of Hong Kong, and to state that the gradually increasing signs of dissatisfaction among the European Officers of this Government together with the difficulties which are continually being experienced in finding suitable candidates to fill vacancies among the European Staff have forced me reluctantly to the conclusion that a further consideration of the question of emoluments cannot any longer be postponed without serious injury to the efficiency of the

administration.

In his confidential despatch of 19th July,

1920, Sir R. . Stubbs estimated that, at the date of writing the cost of living had increased by at least 40% since 1914, and pointed out that any considerable fall in the value of the dollar must result in a further increase in local prices; and in a subsequent despatch of the 9th of January, 1922, concerning the cost of living in Hong Kong, he commented on the fact that the exchange value of the dollar, which in the was then 24; and middle of 1920 had been approximately 178;
