prefer to see an independent Commission and not a local Commission though, of course, a local representative could well have a place on the former

Sir C. Clementi has this subject down on

the list for discussion and we cannot, therefore,

telegraph to the 0.A.G. until we have talked it

over with him. I suggest that the attitude which

we should adopt in conversation with Sir C. Clementi

should be as above.
