Gentlemen,
I am directed to acknowledge the receipt
of your petition of the 7th August 1928, nd to inform you that the question of the revision of salaries of Subordinate Officers has already received the careful
consideration of this Government.
2. Since the general revision of salaries in 1920 and 1921, the increased cost of living of locally
domiciled officers has been recognised by the grant of
rent allowances in 1924 to officers on the permanent
staff with ten years continuous service and upwards.
These allowances range from $8 a month for salaries of
$450 a year to $25 a month for salaries of $3,000 a
year and over.
In addition some 42 fl ts were rented by Government
and are leased to Government servants of the Asiatic
staff at rentals equivalent to 6% of the officers'
salaries.

Towards the end of 1927 the Hong Kong General
Chamber of Commerce and the Chinese Chamber of Commerce
were consulted and careful enquiries were instituted for
the purpose of compering the rates of pay and conditions
of
Mr. Lo Kam Chak, and Others,
Hong Kong Chinese Civil Servants' Club,
Hong Kong.
