preponderance of trade and consequently of

population shifted to the mainland. The population

of Kowloon in 1918 was estimated at 80,200 out of

a total civil population of 561,500. In 1927 it

was estimated at 240,000 out of a total of 977,900.

5. My own view is that the Legislative

Council should be enlarged by two representatives of

Kowloon, one of whom should be Chinese, but that the

present balance between official and unofficial

members should be maintained so that two additional

official members, probably the Director of Medical

and Sanitary Services and the Harbour Master should

also be appointed.

Both the unofficial members would be appointed

by the Governor, but the question of allowing the

nomination of one by the Kowloon Residents

Association would have to be considered, and it

would also be necessary, I think, to stipulate that

both the new unofficial members should actually

reside in Kowloon.

I hope to have the opportunity of

personally discussing this question with you after

my arrival in England in June next.
