in and for the Colony. The Council shall

consist of the Governor and such persons as we

shall direct, etc.

(b) The old Clause 14 dealt with Official

Members, and 15 with Unofficials. The provisions were

very similar and now that they are being made identical

the need for having two separate Clauses disappears.

There is nothing unusual in the fact that the original

enumeration of Royal Instructions becomes disturbed on

amendments being made, and we do not think it is likely

to lead to confusion. As you suggest, it would hardly

be worth while to redraft the whole of the Royal Instruc-

tions for the sake of the present amendments especially

as such redrafting would involve the issue of fresh

Letters Patent also. I hardly think in the circumstances

we need trouble Sir Joseph Keap in the matter, and unless

I hear further in the course of the next few days, I

propose to send the Instructions to the Council.
