I have the honour to refer to m
Miscellaneous despatch of even date enclosing
additional Royal Instructions in regard to the
constitution of the Executive and Legislative
Councils of Hong Kong.
2. These additional Instructions, the
draft of which has been referred to the Governor
during his leave of absence in sngland, amend
Clause 11 of the Royal Instructions of the 14th
of February 1917, by adding the secretary for Chinese Affairs to the present ex-officio
Members of the axecutive Council, in accordance
with the proposal in sir C.Clementi's Confidential despatch of the 6th of March,1920, and as regards
the Legislative Council they amend Clause X111 of
the Royal Instructions of 1917 so as to admit of
the increase by two of the number both of
Official and Unofficial Members of the
Legislative Council, as suggested in the fifth
paragraph of sir 0,4lementi's Confidential
