I have the honour to acknowledge the receipt

of your despatch No.5 dated 7th January, 1929, with reference

to the Annual Abstract Account for Hong Kong for the year

1927.

As will be seen with the exception of one

item all these excess payments were under $20 and in

accordance with Colonial Secretary's Office Circular No.65

dated 6th December, 1910, of which copy is attached, the

practice has been in force since 1910 of passing without a

vote excesses of less than $20 over an estimate.

This was

incorporated in the General Orders of the Colony No.225 (3),

which does not appear to have received your particular

sanction, but met with the concurrence of the Local Auditor,

and the practice seems to have passed without question since

that date.

Special Warrants were obtained for all these

small excesses with the exception of the item Telegrams $5.43

and this omission has since been covered by Special Warrant.

4.

The position as regards Head 33 Mobile

Wireless Station (Lorry) $756.78 was that the actual cost
