Every person who thus becomes an accessory to such felony committed on the High Seas, shall be liable to be dealt with, tried and punished in the same manner as an accessory to the felony would be, if the felony had been committed within the Colony. Provided that nothing berein contained shall alter or affect any of the laws relating to the Government of His Majesty's Land or Naval Forces.
