With regard to the first paragraph of the
Chief Justice's minute I would observe that the word "Act"
is defined by Section 39.E(17) of the Interpretation
Ordinance, No.31 of 1911, to mean an Act of the Imperial
Parliament.
With regard to the second paragraph the Captain Superintendent of Police considers the proposed change to be highly desirable from a police point of view as it will increase the powers of the police to deal with
accessories and abettors.
4. My Executive Council is unanimously in favour of the introduction into the Legislative Council of the Bill, subject to your prior consent, and I shall be glad to receive your approval for its introduction.
