This Bill carries the law further than that

which obtains in this country in that it makes it an

offence (a) to aid or be an accessory to a felony

committed in a foreign country, although the principal

felony cannot be tried in the Colony, and (b) to aid

or be an accessory to the commission of an act in a

foreign country which may not be a crime in that

country at all.

Supposing, for example, that this Bill was

to become law in the United States of America, and

supposing that whiskey drinking in America was a

felony, it would mean that if a gentleman in New York

wrote to a wine merchant in England and told him to

send Mr. A in London a case of whiskey for Christmas,

he would be guilty in New York of criminal offence.

Of course, it is easy to make nonsense of the Bill by

taking the United States as an illustration because

they happen to have created criminal offences which

are not criminal offences in other countries.

not know what is the position in Hong Kong, why this

Bill is necessary, or what particular circumstances

it is meant to meet, and I can find no information

upon those matters in the papers.
