Junior Clerical Service who show special fitness for

undertaking more responsible duties.

Officers of this class at present in the Service are Messrs. Reed, Dixon (Class. I) and Lang (Class III),

and I consider that it is not desirable to close this door

to promotion to similar officers in future.

I would however provide equivalent dollar salaries for

such officers hereafter appointed thus bringing them under

the General Orders which apply to local officers in the

matter of leave regulations.

9. On the assumption that these recommendations

will be accepted I am making provision accordingly in the

Estimates for 1929, now being framed, and I shall be glad

if I may be informed by telegram if the proposals are not accepted in any point which affects the Estimates.

10. I am reluctant to put forward any proposals

involving revision of salaries pending the appointment of

the Commission for which Sir Cecil Clementi has sought your

approval, and I consider that the whole question of the rates of pay of the Senior Clerical and Accounting Staff and of the Special Appointments for which its officers are eligible should in any case be reviewed by the proposed Commission. The adjustments now proposed, however, appear to be of sufficient immediate importance to justify their

adoption pending consideration of the general question.
